Khrushhev pursued a policy of innovation and reform that gave shape to the conflicts inside the Soviet regime. His prescription for redirection the energies of the party dictatorship had far-reaching implications and was radical in terms of past Stalinist practice. Ultimately, in trying to enforce his policies he established a pattern of attack and retreat.
